Jakarta, March 6, 2026 — Through its subsidiary, PLN Nusantara Renewables, PLN Nusantara Power continues to demonstrate its commitment to accelerating Indonesia’s energy transition through the development of the Karangkates Floating Solar Power Plant project at Sutami Reservoir, Malang Regency, East Java. This project is one of the company’s strategic initiatives to optimize the use of reservoir assets for clean energy generation, in line with government policy, PLN’s Electricity Supply Business Plan (RUPTL), and the national energy self-sufficiency agenda.
The Karangkates Floating Solar Power Plant is being developed with a capacity of 100 MWac or 133 MWp through the project entity PT Nusantara Guodian Karangkates Indonesia (NGKI). The project reflects an effort to utilize reservoir space productively and sustainably, while also strengthening the national new and renewable energy mix.
In the project presentation, it was stated that the development of the Karangkates Floating Solar Power Plant is based on several strategic considerations, including Indonesia’s commitment to the Paris Agreement, the government’s energy self-sufficiency program, the optimization of existing reservoir assets, and the assignment from PT PLN (Persero) to PT PLN Nusantara Power since 2022.
President Director of PLN Nusantara Power, Ruly Firmansyah, emphasized that this project is an important step in expanding the development of environmentally friendly energy in Indonesia.
“The Karangkates Floating Solar Power Plant is a strategic step by the PLN Nusantara Power Group in strengthening the national new and renewable energy portfolio. This project is not merely about building a power plant, but also reflects collaboration, the optimal use of state assets, and a shared commitment to delivering a greener and more efficient energy future,” said Ruly.
In terms of progress, the project has passed several important milestones. After the completion of planning and feasibility studies during the 2021–2022 period, one of the latest milestones was marked by the Soft Launching Ceremony on February 10, 2026, indicating the start of the construction phase.
Several key documents, such as the KKPR for the PV Plant, the Environmental Impact Assessment (AMDAL), and the KKPR for the Solar Floating system, have been completed. Meanwhile, several follow-up permits, including the PPKH for the PV Plant Floating System, IPSDA, and some components of the LUA/RAUA, are still in process with a target completion date in March 2026. The reorganization of floating net cages (KJA) was also completed on January 31, 2026.
From the engineering aspect, the design approval process is still ongoing. Meanwhile, from the procurement side, floater materials for a 5 MW capacity have arrived at the project site, alongside the ongoing fabrication of PV modules, inverters, and floaters.
Corporate Secretary of PLN Nusantara Renewables, Ndaru Tri Hatmoko, stated that the project is expected to generate broad benefits, both for the electricity system and for surrounding communities.
“The Karangkates Floating Solar Power Plant is expected to deliver significant added value, both in terms of energy and socio-economic impact. Based on the project materials, this power plant has the potential to electrify around 100,000 households and reduce carbon emissions by up to 181,700 tons of CO2 per year,” Ndaru said.
In addition to supporting the provision of clean electricity, the project is also expected to create around 600 jobs, stimulate the growth of the local economy, attract international investment and financing, and enhance tourism potential in Malang Regency. The reservoir area to be utilized for this project covers 71 hectares, or approximately 5.3% of the total area of Karangkates Reservoir.
