Cirata, May 12, 2026 — The National Energy Council (DEN) has commended the development and operation of PLN Nusantara Power's (PLN NP) clean energy complex in Cirata, West Java. The site uniquely integrates two strategic renewable energy sources: the Cirata Hydroelectric Power Plant (HEPP) and the Cirata Floating Solar Power Plant (FPV), both operated within the Cirata Reservoir.
The Cirata complex stands as a prime example of optimizing renewable energy potential through a hybrid power plant concept. The Cirata Hydroelectric Power Plant, the largest of its kind in Indonesia with a capacity of 1,008 MW, operates in tandem with the 192 MWp Cirata Floating Solar Power Plant — the largest floating solar facility in Indonesia and the ASEAN region. The floating solar plant was officially inaugurated and has been operational since November 2023.
During a recent site visit, Dr. Ir. Sripeni Inten Cahyani, M.M., IPM., ASEAN Eng, a member of the National Energy Council representing the industry sector, noted that the hybrid plant serves as concrete proof of the national electricity sector's transformation toward a cleaner, more reliable, and sustainable energy system. She highlighted that integrating hydropower with floating solar strengthens national energy security while navigating environmental and operational challenges.
Currently, the floating solar plant is addressing a minor elevation issue with its floater units caused by endemic aquatic biota. PT Pembangkitan Jawa Bali Masdar Solar Energy (PMSE), the operator of the facility, is already conducting partial replacements, with full completion expected by August 2026.
"After inspecting the Cirata Floating Solar Power Plant firsthand, it is clear that PMSE is responding swiftly and effectively to the challenges regarding the floaters, with full unit replacement expected by August 2026," stated Sripeni. "The plant remains fully operational. Furthermore, these challenges will likely spark academic research that can be applied to future floating solar projects in Indonesia."
PLN Nusantara Power emphasized that the Cirata complex is central to the company’s commitment to supporting the national energy transition. By utilizing existing reservoirs for floating solar installations, PLN NP provides an efficient, innovative clean energy solution that preserves the primary function of the hydropower plant as the backbone of green electricity supply.
"Cirata proves that Indonesia has significant capabilities in developing innovation-based clean energy," Sripeni added. "This combination of hydropower and floating solar serves as a vital model for the effective use of renewable resources without requiring significant additional land."
Komang Parmita, Director of Gas Power Plant Operations at PLN Nusantara Power, stated that the appreciation from the National Energy Council serves as further motivation for the company to expand its green energy portfolio.
"PLN Nusantara Power remains steadfast in supporting the national energy transition agenda by developing reliable and sustainable clean energy facilities. Cirata is proof that innovation and collaboration can deliver the future of energy solutions for Indonesia," said Komang.
Beyond generating eco-friendly electricity, the Cirata Floating Solar Power Plant represents a milestone for large-scale solar development in Indonesia. The facility is expected to serve as a reference model for future renewable energy projects across the country’s various reservoirs and water bodies.
Through the operation of the Cirata hybrid plant, PLN Nusantara Power reinforces its role as a power generation subholding that not only maintains national electricity reliability but also actively contributes to accelerating the achievement of Net Zero Emissions and sustainable energy development in Indonesia.
